[Performance] Enable 802.11k/v in Multiple AP Networks

Description:

802.11k/v support helps improve wifi by assisting client devices in roaming and performance. The standard aids the client device by making sure the device is connected to the AP with the best connectivity or signal strength. The client device and network communicate with each other to improve overall performance of the wireless network. These standards also improve the battery life of client devices by enabling them to sleep longer.

Mitigation:

802.11k (neighbor reports) - Enable this feature to have APs scan and then send the results to clients via neighbor reports. This aids in roaming.

802.11v (steering, balancing) - Always enable this feature set unless clients are incompatible (rare). This aids with roaming, balancing, and client steering.
